It depends on what you are using for downloads, and what is your source...

If you are downloading from peers through eDonkey, eMule, iMesh, Kazaa, or through torrents, then you are restricted to the peers upload speed. Note that disconnecting and reconnecting from one of these programs while downloading a file makes the download time longer as you get placed at the end of the download queue. It's something like FIFO [First In, First Out]...or "First Come, First Served"...

If you are downloading from websites, then try using a download manager such as GetRight, FDM [Free Download Manager]
http://www.freedownloadmanager.org/
It creates what is known as file segmentation, and so, downloads the one file through several server connections, each connections starts and ends at a certain point of the file size.

This is all based on the assumption that you are already running a fast connection and want to improve performance, but if you are using a dialup, then the level of improvement won't be what you want.

If you're using a modem, get a second one and use them in tandem to double your throughput to up to 112kbps.

If you have broadband, your speed is limited by the connection; you have to buy more bandwidth.
