Ask the team leader if there is a problem with work or performance. That should be enough to stop the bullying. If not, keep a log of it (date, time, incident) and take it to the team leaders supervisor after 5 or 6 incidents. A manager should not act this way.
FYI, unless the bullying is sexual in nature or based on race, religion, etc. there is no lawsuit here. Personal dislike is not a prohibited reason to bully someone.

what a loser (the bully)! Sounds like he's on a power trip and is maybe insecure with his own position, maybe your friend's better than him in some way and the team leader is jealous.
The above suggestions sound good. First i would say your friend could confront the team leader. Have a word in private, tell the team leader what things he does that upset him. Tell him, it puts him off his work or somethign, doesn't help performance.
If the team leader totally ignores it and there is no change at all, then the only thing is to go to the person above the team leader. If they're any good they should listen to your friend's worries and have a word / tell the team leader off!
If all that doesn't work, tell the person above again and again.
If all that fails (which i would hope is unlikely) then the only way forward is to find a new job or contact a soliciter for advice.

Your friend should take notes in a diary of the things that are happening. Recording detail is very important. If there is a witness all the better. It is illegal to bully in the workplace and there are several avenues to take. Do they have a Union? If not I would ask the Teamleader to arrange an appointment with their boss and explain to them what has been happening. If that is not successful ther are still things you can do. Email me if these things fail.
