Get ahold of the teachers that teach the same subjects you are tutoring. They know who needs your help!
Also guidance counslors.
And if you can find out any scholarships or special programs that pay for Tutors - then you can tell the teachers and counslors that you have tuition / tutor cash assistance available.
For example - any VA personel (guys that were in the Army) in college can have a certain number of hours or dollars paid for per semester by the VA. It is a little known program so the people at the VA office in your area may not even know about it - but they should be able to dig up the info.
Get smart on the process and then seek out any ROTC programs or VA lists from nearby schools. Most large colleges have a VA representative - and if you approach him with the offer of providing free tutor assist - who wouldn't???
Clep/Dantes programs allow kids in High Schools and college test out of classes - become an expert in those - get a training book and set up a class for that (offering to assist kids to accelerate graduation or grade levels).
Same for SAT/ACT, set up an SAT/ACT training program - then you could teach/tutor multiple students at a time - making more cash for you!

Join the National Tutoring Association. They are a great organization and have lots of info and a network of people in the tutoring business that can help you get started. They also have seminars and an annual conference.
Make up some flyers and bring them to schools and other organizations that help special ed students.

check with social services in your county
[you might be able to get a intern ship with them
and your college should give you sources
also check out special educations school in your area [i believe they have intern's for your type of skill]

you could put a small ad ON TV
but that might cost you
but if you do try it on the news time ad
that's what my friend did and got lots of emails after and phone calls about what he was doing and how much he was doing it for.

maybe through the local library or the ymca. depending on what you want to help with maybe you can call a school principal and let them find who you could help the most. good luck

I don't' know how much you want to spend, go to schools and have them post it in the lunch room. Pass out fliers.
