Hey KC,
Depends. If you pay for one hi speed connection now, it will cost you the same. If you have the ISP provide the wireless router, they will charge you for it, so will cost you more.
If you have more than one hi speed connection now, you will eliminate that, and reduce to one - that would save you money. But you would have to invest in the wireless gear.

If you make it open access... it would help out the neighbors... you could also connect your own comps, plenty of them... but you'd still have to have an Internet connection.
If you're thinking of connecting to an open access network by WIFI... one that someone else has set up, then yes... your cost would be free.
