You again! The Government of Lebanon did not attack Israel; they simply allowed terrorist to use their country and it's people to conduct their operations. Israel and Hezbollah were the true combatants, the rest were collateral damage. Sorry that is a blunt way of stating the obvious. Hopefully, terrorist will learn as will the countries who support them that they will be included in any retaliatory action necessary for the defense of another country. I know you are Muslim and that you would like to promote your brethren but terrorism is terrorism and Hezbollah is GUILTY.

To anser the first question, the truce is between Lebanon and Israel and Hezbollah. The Lebanese and Israelis signed onto it first and then Hezbollah signed on it afterwards.
