its just a word to insult some one
example:i dont know why i even BOTHER TO TALK TO that little IDIOTIC PEST. he whole day black face de. and talks to me as if im some IDIOTIC PEST. oh well. he keeps insulting me. it's quite stupid actually. so i just dao him

I think it means someone who asks really dumb questions repeatedly just because they can't think up any worthwhile questions. The questions are the idiotic part and the repetition is the pesty part. Luckily there are many who repond just for the 2 points whatever the pesty question is.
