you are right, i have friends who have gone down the self route and lost thier house because of it. my advice is to extract a short synopsis from your book, and send it to every publishing house that you can find, regardless of its history in only publishing a particular type of book, then at the same time send your extract off to magazines that publish serialised stories, short stories.
readers digest , ect ect. thats all an agent would do except they have a route through the jungle, but they charge you for the priveledge. competitions are a good way and getting a mention wont do your ego any harm would it, some carry good prizes.
radio and television are an outlet, all have editors and readers.serialised and full for tv, then there is the sponsorship route , getting businessess to sponsor your book, art foundation ,
urban regeneration is not just about buildings its about helping people who live in those buildings contact councils ,project workers, ect,ect, it wont come to you get off your rear and sell yourself. if you do not believe in your ability ,then why should some editor. good luck LF

I'm having the same problem! Seems you have to be agented to be considered by the larger publishing houses, yet most agents want you to be published before they will represent you.
