That color would probably suit paler complexions, since it could make your lips look washed out. Have you tried peachier colors? They suit almost all skin tones. What do you mean, exactly, by "dusky skin?"

i think pale lipsticks are the best. something like a light bubblegum pink lipgloss would look awesome on dusky skin

i don't think so, unless you are quite a pale brown, like a pale mixed race complexion or something. be careful too, if you have any orange/yellow tones to your complexion. i'd agree that a peach, or darker pink, shade might suit you better
