A pop up is a box that comes up on top of the screen you are already watching. Most of the time they are ads. If you click on a link (an address) however, sometimes they are pop ups. For example, if you were on a web site and saw something you wanted to look at, sometimes there would be a pop up box instead of a new screen. The best way to avoid those irritating pop up ads is to find a free pop up blocker and install it on your computer. Be careful, though. Free doesn't always mean free.

Many people answered this already. Yeah, it is a new window that is opened by a page you are currently viewing (you didn't click for it). There are all sorts of utilities that gives you the chance to stop them, well... most of them.
The Internet Explorer from Windows XP Service Pack 2 includes the facility of blocking pop-ups. As a matter of fact, most major browsers do.
Alternatively, you can download Google Toolbar (go to http://toolbar.google.com/T4/). Not only it gives you the opportunity to search from the toolbar and other shortcuts, but you can see the page ranking of what you are currently viewing and many more. However, many times this kind of toolbars are a pain in the neck. Personally, I wouldn't use them.

It's just the way advertisers put ads up on the screen your viewing. They call them pop ups because they suddenly pop up out of nowhere on your computer screen. You can prevent this with a pop up blocker compliments of your web browser.
