Well, I don't know if published is the correct word for games. I think ideas like that get patented or copyrighted.

Shrapnel Games is a game publishing company started by a game writer who didnt like the big company deals that were killing off the independent first-time game writers. Its a nice company hasband and wife team. Originally they were war games but they have started to branch out. They are about to publish a music game in fact. Give them a shot at it. (and feel free to tell them that I sent you) :)
