First, we need to get their license plate numbers and turn them in to the animal police.
Then as their punishment:
1. Make them work in an animal shelter or humane society so they can clean up after the animals. Which I am sure the smell would make them think twice of getting another animal.
2. Put them on a "sh!t list" in every animal shelter in the country and to breeders that they are not to buy another animal again.
3. Instead of locking them up in jail, we can also lock them in a cage like the animals and make them eat dog food and lap water up with their tongue, and smell the odor for several months.

Dottie had a GREAT answer. You should pick that one as BEST unless another one that is better comes along. However, I think her plan would be very difficult for law enforcement to excecute because of what another poster mentioned - not many of these people are actually caught in the act.

this happens A LOT (infact I moved into a house with 4 left behind cats which we kept)
very seldom are the owners caught..
very seldom do the pets live (especially those dropped off in the country)
dont know what should happen to them because as I mentioned they are seldom caught

Leash them to the back of the family stationwagon and go for a long drive down a rocky road.
