I think its the clever plot - making shopping carts with a wheel that randomly goes sideways.

I think the people who put carts into the lake are the ones that keep them in business. Have you ever seen a small lake or pond in the US that has been drained. You will always see a mud covered shopping cart in its murky deepth! Who does this kind of thing??? WHY?

That sounds so silly i couldn't help but respond...Yes, those shopping carts do disappear and when they do their existence makes them a nuisance and eye-sore, not to mention a safety hazard. Stores pay very large amounts of money for insurance against theft and carts are replaced as part of annual business up-date...whether the carts are unusable due to damage, loss or disrepair.
Hope this gives you some closure on this thought provoking dilemma.....=)

Those "homeless" people are actually highly paid professionals who are hired to steal the carts and keep the cart industry moving. And Oh yeah...I'm wearing an aluminum foil hat so don't try your fancy mind control tricks on me!
