As I understand it..:
Sociopathic bahavior is on who can manipulate you with fake emotion...but have none.
Psychopathics can manipulate with one emotion...anger.
Is is learned or genetic or what.???

Most pathologies are the result of innate undefined variables ( possibly neurochemical) and can't be directly attributed to "learned" behavior in the classic sense, but environmental factors likely do contribute to their onset, and possibly to the ways in which the pathologies manifest themselves.

The diathesis/stress model is going to be a popular response but the lack of malleability in personality leads some to support the idea that Antisocial Personality Disorder is innate.
As I recall, the appearance certain symptoms can begin a very young age, where it is called Oppositional Defiant Disorder.
And they do have emotion, but not empathy: The ability to connect with the emotions of others.

i be live it is both genetic and a learned behavior ,but a refined behavior is more learned by trial and error
