You could try taking phytoestrogens supplements including the following herbs:
1)Saw Palmetto
2)Fennel
3)Fenugreek
4)Wild Yam
5)Black Cohosh
6)Dong Quai
7)Hops
8)Soy Isoflavones
The first four listed above are essential and it's up to you which others you wish to include.
You'd need to take 2000mg - 4000mg per day of these combined phytoestrogens to see results. It sounds a lot but when you think that phytoestrongens are between 50-200,000 times weaker than your own natural oestrogen, it's understanble that you would need larger doses.
You can find all of the above individual herbs in capsule form from health stores on line. You need to take the supplements at regular intervals throughout the day until you have reached the required dose.

You can't per say increase your breasts since they are glands and not muscle but you can make them firmer by doing muscle exercises for the chest area that will increase and firm up the muscles around the breasts so that they look better and hold their shape better. Glands so not increase... sorry, but a fact of life but you can double your breast size by doing exercises. Word of caution though. Once you start firming and increasing the muscles you MUST keep that routine up forever or they will sag worse if you stop. Once you have the shape you want then only a few times a week is needed to maintain it.
