I think it depends upon the type of restaurant it is. If it's very casual, popular music is probably fine. If it's somewhere that serves a nicer lunch and dinner, something more low key (soft jazz, soft rock) is much more appropriate). Basically, in the the second case, music should not be so loud or obvious that people have difficulty talking to each other.

What do you mean by a "dining" restaurant? And I disagree with Melanie's suggestion of Louis Armstrong and Billie Holiday. I would avoid vocal. Classical music with a wide harmonic band can also be distracting.
