The problem is not actually with fedex but with Custom. If the package you're sending is of value, they will impose tax charges. When you send your package ask the fedex staff that you'll pay the tax so the recipient won't pay anything, but most likely the answer is it depends on the Custom's jurisdiction on the recipient's country. I tried sending a package to the Philippines via fedex and the tax they asked from my mom is the amount of the package itself. Yep most phil. rules are pathetic. So if I were you declare your package as of no value, e.g. it's a free sample or personal stuff. I think your package will reach your friend's door just the same since fedex is a reliable delivery company.

I have used Fedex here in the Philippines many times. I have never been charged a fee for delivery. They are the most expensive, but also the most reliable. I have never had a package lost and delivery time is usually 3 days from the states to here or vice versa.

I sent a package that contains sales shoes. I used FEDEX and was excited to send the shoes to my brother. When the package arrived in Manila and was about to be delivered, they told my brother to pay that he need to pay 7200 pesos to receive the package. Almost the price of the shoes that I sent . Unrealistic, ovepriced taxes and custom fees. P7200, for a value of 400 dollars. FEDEX USA did not explained the Philippine charges to me, otherwise I will not send the shoes. They should know so that their customers will not be surprised of the humongous taxes in Manila.

It s not USPS (or probably not any western postal service for that matter) that often fails to deliver or pockets the contents of the parcels bound for the RP, but rather the PhlPost that does so between arrival in Manila and when it meets its final destination in the country. I sent a package worth no value to my girlfriend in early mid November 2015 and it never made it at all, and it was clearly stated on the customs forms attached to the small parcel that the item inside was a birthday card and a soft plush toy (teddy bear).

inquire with fedex or ups first before shipping. i ship a laptop once via ups and the custom is charging them almost P5000. i did not know about custom fees in the philippines before so it's a good idea to inquire this info before shipping.

Its a fact of life that the courier company will have to charge the receiver for the Duties & Taxes. Suggest that you "minimise" the value of the shipment in order to lower the impact to your friend. Failing that, you can always send her the cash by Western Union, I hear that the filipino's really like to visit Western Union!
