Depends on what you mean by "fair." If you mean dead white, then purples, saphhires, and reds.
But "fair" skin can be flat white with a bluish undertone, it can be light golden, or it can be reddish. So more information is needed to give an answer.

Green, orange, and pink. Go for the brighter shades, they really make dark hair stand out.
