If you want to partition the drive without endangerng your current installation, try:
1) Acronis Disk Director Suite
2) Norton Partition Magic
Both work well.

Go into Dos and run C:\fdisk. This will give you the option to create partitions as you like. Be careful not to select the 'Delete Partition' option, this will delete everything on your hard drive. Using software like Partition Magic is the best bet, that removes the risk of deleting any information.

Read folks, NEW DELL!
This person is not into installing windows. Dells dont come with System discs as we use, they come with predefined partitions i believe.
I suggest you leave the drive as is, and purchase a secondary hard drive (between $60 and $100) can get you a few hundred gigs) which you can partition as yo uwish from within windos, and with minimal install know how.
Heck, if your wealthy I saw a 500GB Firewire Hard drive (external) at bestbuy for $299 this past week.
And my experience with programs liek "Partition Magic" which claim to extend partitions without destroying any data, are total junk. THe one time i used it it destroyed my system (very rare for me). So I would avoid any software at all costs.

You'll have to re-format the hard drive and rein-stall Windows XP. That is done during the installation of XP. I'm pretty sure that's the only way, unless you are very comfortable using DOS. The help screen in disk management will explain how to do that. You want "extend" your partition.

use fdisk to partition. Though it will delete the information
on your hd, like your operating system/etc.
The best way to do partitions is when your first installing a os, before even installing winxp you would go into dos and fdisk and make your partitions that way.
Also I guess if say you were installing winxp, you could use winxp setup to partition for you.
