i am 31 and hav 2 children of teen age yrs my neighbour is 60+ aprox
and lives alone in a 3 bedroom council house my home is also council

Age of those involved has no bearing. It is harassment to be tormented by other peoples loud music and shouting. But the harassment is coming from you, not the neighbor. Try to be a bit more considerate. Not everyone "enjoys" noise.

I'm not sure what a "council house" is (you may be writing from another country), but if the council has a governing body, you may want to go to them and have them hear both sides.

But first try to talk to your neighbor. If you're talking so loudly that your neighbor can hear you, or playing music he/she can hear, it may be truly annoying.

Some people are extremely sensitive to noise. But what many people don't realize is that the noise of modern life is a form of stress on all of us. The noise in your household may even be stressing you.

Is it really necessary for you to make that much noise?

The best thing is to sit down and calmly discuss the problem with him or her. For example, is the talking going on at weird hours? How loud is the music? Where are the stereo speakers? Can they be moved? What adjustments can you make that will keep the peace?

Well, some people will look for things to complain about - not much you can really do about that. We had some neighbors several years ago that complained about our bassett hound barking. The odd thing was they lived 1/2 mile away and the old man wore hearing aids in both ears!

Maybe take a look at your situation and see if there is any concessions you can make for peaceful living.

I think the responsible thing to do on you and your kids part is to perhaps consider that this older person may be ill or have other problems. Perhaps rather than fighting with her /him, you might be more helpful. Watch the loudness of the music, it doesn't have to be ear shattering or be able to be heard for six blocks in circumfrance around your house.
Will save you all on hearing aids later too if you tone it down. Same with your voices, your tv etc. There are others living in this world besides you and perhaps you'd make your life easier if you thought about that first.

Sometimes, with older people, they only want you to acknowledge them with respect. What I would do is say "Oh, I'm sorry, sir! I didn't realize. I'll turn it down."

It's also possible your neighbor might be suffering some form of emotional or mental illness.

Best way is to try to involve your neighbours with you activities.... make them play with your kids......give them party...... Try to make relationship with them.... see the result.....
