You friend is not the bride, I'm assuming (I don't know why people thought that). And she is 13??? That's a tough age because alot of dresses are too grown up. It's make her look gaudy- especially at that size, unfortunately they don't make nice teenage dresses.
I would suggest wearing a suit. You can get a nice cut that is flattering to her figure. It's easy to find dressy suits (don't get one that would make her look like she's ready for a job interview) and further dress it up with nice jewelry.

Always stay away from 2 piece dresses... they tend to look tacky and especially on someone who is a 14 bottom, they tend to cut the body right across the widest part. She need to find a dress that fits the biggest part of her body, for example the hips. Once she finds something that looks good on the hips, then she can get it tailored on top. She also needs to find a style that flatters her. Skinny or straight dresses will create a wider effect on the body. I'm guessing a full length a-line or full skirt on the dress and depending on her top, a strapless if she is larger in the bust and spaghetti or halter if she is smaller. Hope this helps

i have a similar problem but most things are available in different sizes for tops and bottoms.
My son got married recently and my daughter ( who is 12) wore a gypsy style skirt and floaty top that would flatter any figure /size.
She got hers from Gap..but half hour later we saw the same thing in primark for a fraction of the cost (grrrr)
Take her shopping and let her have fun trying on outfits..a bit of girly time with her mum will give her the boost to wear whatever she wants

If you live in the UK, you should try "Per Una" which is in Marks&Spencers. I was at a wedding yesterday and hunted around everywhere for weeks for a nice dress ('cos i really don't wear dresses!) and i found loads of nice ones in there, and i'm the same dress size as your friend.

If you are concious of having a larger bottom half wear something light and floaty on the bottom that skims your shape rather than clings. they accentuate your top half with a really nice piece of jewellery or an intricate neck line - this will draw attention away from the bottom half

a nice top and trousers/skirt. i have this same problem...im size 8 top, 10/12 bottom. ive found that shops like H&M do alot of nice clothes for those of us who are not the same size top as bottom, and they are cool and reasonably priced too!
remember to keep away from white (bad luck to wear same colour as bride). ive found that red tones seem to my dark haired, pale skinned friends.....the styles are up to you, its a matter of personal choice!

a 12 top and 14 bottoms perhaps, or you can order a suit from your catalogue in 2 dif sizes, swap top with bottoms and send odd one back

go to davids bridal and look at some of the dresses online, they have 2 piece 'gown' that would be perfect for this dilemma.
You don't have to buy them from david's but at least you can get an idea of what is available!
