It depends on the context in which the "GSA" acronym is used. A Yahoo search for "gsa" (include the quotation marks in the search box) yields 13,100,000 results. If you do the same search, and are willing to spend a little time exploring, I'm sure that you will quickly find the information you seek. General Services Administration which is a federal agency in charge of procurement of land, equipment, vehicles etc for the federal government. My father-in-law worked for them.
