of course not. You have to realize that some men CAN'T be clean shaved. For example, people with course, curly facial hair cannot use razors because ingrown hairs will occur. This leaves them no option but to be stubby.
There is no way around marking a terrorist...not unless we force them to have a tattoo and label them like we do animals in the wild! lol! There is no easy answer to point out who is and is not a terrorist.

Okay, what is your point? If you are saying that only terrorists have beards, I would say you are wrong. Many terrorists are clean-shaven and many good people have full beards. Now what?

You are assuming that those who refuse to be shaved are die-hard extremists who are willing to sacrifice anything for presumably their faith. That's not that bad an idea.

However, say suicide bombers, are willing to dispense with their lives to achieve their aims, I am quite sure that facial hair would also be something they would be willing to sacrifice for their cause.

Furthermore, your starting assumption is that people with facial hair are likely to be terrorists; I am quite sure there are terrorists without facial hair. Your method wouldn't help in identifying them.

Also, how would that help in identifying female terrorists? May be we should ask all women to go bald-headed.

May be even, we could push in to the extreme, and ban wearing of clothing altogether combined with a total no-hair policy. Then there would be nowhere convenient for people to hide weapons. Scars would indicate people who have had weapons implanted in them.

The problem would be in cold countries in winter. May be a transparent clear bag made of a material that could keep warmth could be worn. Then we'd have to watch for gas-based explosives; but that can be detected using sniffer dogs for example.
