I was the same till i got some "king of shaves shaving oil" which does the job. its like shaving over thick, leathery water. should get some!

What do you use - blade or electric? If it is a blade, then you should change your shaving soap because it may be a reaction. It may be an infection that is getting into the beard follicles.
If you use a razor, clean it with an appropriate disinfectant to get rid of the possibility of reinfection.
For both, don't attempt to shave real close. The end of the hair may be caught in your face and give this trouble.

Make sure you have a decent razor, keep the blades up to date, use a shaving oil - I use Somerset's or King of Shaves but there's a few others. Make sure face has been wet for at least a minute before applying oil and always moisturise afterwards. That's how I stopped it.

Use a sharp blade.
Wash your face with warm/hot water before for about a minute. Apply shaving cream/gel then empty sink and fill with really hot water then shave in the same direction as your hair grows don't shave against it. When you have finished wash your face with cold water this helps to close your pores. Apply a moisturiser!!!

i had the same problem and was advised to get a electric razor the best ones are the ones with circles rather than the ones with just a straight blade it may feel like its pulling or ripping for the first few day but your face adjusts and it dose not do it any more i also find using moisturiser once or twice a week helps

My husband used to suffer this, he was advised to not close shave by his doctor, so has a beard trimmer and keeps a short length stubble...

This problem was very common in Vietnam and the dermatologists reccomended rinsing the razor in cold water.
