Of course, toilets here have toilet papers. Bigger malls have designer looking toilets with one or two cleaners to clean up after the users with unlimited toilet paper you can even wrap around yourself if you want to.
What did you think, Dubai is some heathen place? Do visit some of the websites about Dubai and the UAE so you'll know that this is a modern city/country and offers all the amenities and first class services you can think of, toilet paper being the most basic of it all.

Unlike USA, all toilet in UAE have water and toilet paper. Muslims are supposed to be clean and toilet paper isn't enough. Although, there are many different nationalities and religions in Dubai.

Well in Malaysia (a 50% Muslim country), they have about 4 of those ground toilets with the hose (no paper) and about 2 normal toilets with toilet paper.
They have a mix of both.

The answer is yes. Most toilets have both options. Farther afield, you'll only find the water hose option. Hope that helps.
