My favorite thing to do:

Get some fishnet stockings (hell, even wal-mart sells them).
Cut a hole in the crotch.
Pull the crotch-hole over your head. It is now a neck-hole.
Put your arms through the legs- these are now sleves.
Cut some finger-holes in the toes.
Now you have a swell fishnet shirt for less than a quarter of the cost of one at hot-topic. It also gives you more street-cred since you made it yourself. The "shirt" only goes halfway down your chest though, so you might want to only wear it as an undershirt. Still, these things look sweet under concert tees, floofy girl shirts or whatever you can think of.

Second DIY idea that I stand by:
Bleach splatters. The things you can do with a toothbrush, some bleach and a black tee are amazing. Just try it- you probably have all the materials at home with you right now. Then wear your bleach splattered black shirt over your fishnet arm-shirt thingy and you'll be the ruler of goth DIY land (at least until I get dressed).

Step 1. Find or buy clothes -- your wardrobe or a thrift shop are good places to start. Black, plaid and horizontal stripes work well. Add some retro stuff if you can make it look good (read: ironic)
Step 2. Tear/cut it if it'll look good on that particular piece of clothing
Step 3. Add safety pins. Use them on parts that are torn, parts that arent, etc. Cut printed areas from other clothes/bags and pin those on.
Step 4. Add chains. The safety pins may help here, too.
Step 5. Accessorise -- collars, stockings, gauntlets and boots can make the outfit. Spikes are fun, but if you try to hug someone, I will laugh at you :)
Step 6. Makeup (optional). I don't go for this myself, but some unconventional use of colour can look quite good (if you know what you're doing -- otherwise, just go natural). (As an aside.. covering your face with cornflour does not a goth make ;) ).
