If it is a site I go to often I will wait till it times out and I get the message "Not Found" meaning they are down or something is wrong.
If its a NEW site your talking about I will wait 3 seconds and if it doesn't START by then I move on.
If it starts loading I will give it 10 - 15 seconds to FULLY load or I will move on. I do NOT wait for a lot of bells and whistles to load.
The home page of any site should be basic and clean. In the site you can have pages that you tell readers may take longer to load. That's OK, and if warned about long download times I will generally wait if I want to see the info or whatever is posted.
I have a good DSL connection.

It should be less than 15 secs to load texts and max 45 sec for images. Totally 60 secs will be OK. I am talking about dial up. In BB it should be less than 30 secs for the total page to download.
More than 90 secs will be considered as Junk.

3 mins for dial-up. if i'm using my broadband, i won't wait for more than 1 minute...
Sites that takes forever to load usually filled with craps and junk that will hurt your eyes, for comparison, open your yahoo!mail... that's good loading time and will keep your visitor happy to come again.
