If you have any doubt that its fake, e-mail the sender and tell him the following:
1) You are a poor person and you got not even a penny for courier fees, taxes etc.
2) You will not pay him a penny not at all.
3) He should send you the million odd bucks he promised.
You will definitely not get a reply. Its a scam. Wake up. So many people have been fooled already. Contact the authorities if you can.
Why should he send you money. He is not a fool for sure. He is just looking out for some fools to hoodwink and extract money from them. Its just some excuse to rake in some unearned bucks.
So beware. Don't get fooled. And lastly don't send a penny. He wont either !

There are many sites that you can go to fro Scams and Internet Hoaxes. PT Barnum said, "There is a sucker born every minute." and W.C. Fields once said, "You can't cheat and honest man." If you didn't register for a lottery, you can't win a lottery. Mass mailings are sent out, very cheaply and if they get 1 out of every 10,000 to bite, they still make a bundle. The catch is that you have to pay legal fees to get the non existent money. All that money goes to them. Another catch is that you have to provide them with checking account information so they can deposit the money in your account. Instead of depositing the money, they take all yours. Also beware of the travelers check fraud. They will share the money of a traveler's check when you cash it. The catch is that the check is a fake. When the bank recognizes the fraud, you are responsible for returning the money you just sent to them and can't get back.

It is a scam.
You cannot have an international lottery as the gambling laws differ in every country.
The scammers say it is "International" so as to cover every country.
If you want to check a email you think might be a scam go to www.scamomatic.com
Lotterys work like this:
1)10,000 people pay 1 dollar/euro/pound/yen....etc
The lottery company now has 10,000
2) the lottery company holds a draw and gives out 7,000 in winnings (and keeps the profit 3,000)
Scams work like this:
-1)nobody pays money (there is no money to win)
0)a scammer sends out 10,000 spam emails to tell people they have won a lottery they havn't entered.(they pretend they work for real lottery websites)
2)The Scammer asks for your Personal details (be prepared! your inbox is going to be full of emails asking for you personally...and dont get me started on what they are gonna do with your Bank details!)
3)The scammer tells you that you have to pay fees before you can accept the "winnings" (and NO,you cant pay out of the winnings! they dont exist!....silly maga)
4)The scammer manages to con 3 people out of 1000 and gives all his profits to a charity for orphaned goats (he dosn't really...he keeps it ;) )
5)Your inbox gets more mails than help@microsoft.com
Everything from "You have won anotther sooperdooperlottry" to "CHAN U B A NEXT OF KIN" to "Please join our company, cash our checks, send us the money until your bank realises you are laundering money for us?)
The moral of the story is...If it sounds too good to be true... It probably is

Any sane person would know that it is practically impossible for you to win a lottery if you havent bought a ticket yourself nor joined one. Dont waste your time with such foolishness.
