Meeting new friends, whether you're new or not is difficult. I would consider any hobbies you might have and join a local group with the same interests. Volunteering for a charity has some wonderful people giving to others. Good luck!

A friend can be introduced to you in the most unlikely of places. So be prepared for some good things like that to happen to you. It has happened to me. Having said that, one also often meets friends at where you go to school, where you work, where your kids go to school, and at a church or synagogue. And sometimes, other friends introduce you to their friends who in turn can become your own.

work, or wherever you are studying will be a main place.
Can take time, its annoying, but it sometimes does.
Other than that try and join clubs or whatever interests you, and yes dont be scared to invite people to do something with you. You dont really have anything to lose. (sorry not a very new answer to such a question!)

To meet a bunch of guys start calling numbers at random and if a guy answers introduce your self as "your real name" AKA as Lena Loose.

do something interesting, that other people might be interested in doin or learning, like a jugler, or get an interesting pet.
