With the present world governing systems it is not possible. Because before justice - race, religion, nationality etc. etc are taken as valuable. This is not done in an open manner, but there is a hidden but very powerful role of these powers in our society today.
The countries where religion has holds in ruling powers, religious favoritism will be too high. A sort of religious apartheid. Racism plays similar unjust roles in some other countries. Although the religions speaks of Justice, the leaders are biased. So a religious government machinery can never establish true justice.
If the top most authority is just - there will be a flow of justice towards the down paths. As on today we cannot find any one of that sort in the world.
I think the Creator is looking for someone to take over the world system. He will surely get someone. Do you want to go for a test? LOL.

I believe it will take forever. Then again, when was the last time the world is holy and pure and of justice? Perhaps the world was never such to start with. Are the human being born good or evil? I have to insist that it's the latter, hence the reason for the existence of religion, moral and the law.

By the way, love your spelling of holy. Holly is by the way synonymous to holy. Anyway, there could be no real time for anything. It is all in God's time. But at least it has already started. When one decides to change his ways, pay it forward, break free and influence others to love (even your enemies), we are making a small step towards a just world. The world is full of conflicts. It will be like that despite the efforts of great humanitarians. In fact it impractical to think of a world without any conflicts. Only solution to this problem only to tone down the harshness of conflicts is simple. Get the things for your need and not for your greed. This applies to individuals , groups, societies and nations.

Unfortunately for all of humanity...about as long as it is taking for people to learn to use spellcheck before asking a question. I am teasing, but the holly instead of holy just threw off my line of thought for just a bit. It is sad to think of the amount of time preceding our generations on Earth in which all of this has not been solved. The best predictor of future behavior is past behavior and that does not bode well for the future at all. We have to work on ourselves, in order to help others and solve problems. conflicts and lies will never be ended as long as human are still breading..that is normally part of our lifes... all we have to do is be normal and keep doing good thing for ourself and also for others
