It is to do with the first world war. During conscription people with flat feet were not allowed sign up due to the fact that the way the foot absorbs shock is comprimised in people with flat feet. Therefore people with flat feet often ended up with hideous pain due to marching and needed medical attentioon.

A healthy looking man could be given a white feather during the war by a woman, to signify she thought he was a wimp for not contributing to the war effrort. Such men would often claim they were still home because they had flat feet as it wasn't like the woman could ask him to take his shoes off to check. It therefore became synominous with people who shirk their duty, wimps and laziness. It is not something that you would really want fdor these reasons.

Cazza is indeed correct. My partner has flatfeet or 'penguin feet' as i like to nickname them. He wanted to join the army but he was knocked back because he had flat feet. His father had the exact same thing happen to him.

A foot is a foot to me. Can't say i find his feet appealing but i don't find them particularly replusive. Saying that, i have high arched feet and he seems to be rather appeased by them.

this may not answer your question but there are many reason for flat feet ... fallen aches and the tendons in the legs can be so tight that the make the person seem flat footed which isn't funny but very painful as it makes running and walk painful
