It depends what you mean by 'all things'.

It is certain that the lives of the Iraqi people are now far worse than they were when Hussain was in power. They had an established education system, with high level universities, they had a high level of infrastructure supporting commercial activities, the women were free to walk in the streets without having to cover their faces,. they all had food and water and a decent place to live. They had museums containing artifacts from the cradle of civilisation in Babylon. All of this has now gone, and in addition they have the permanent residue of depleted uranium from the illageal weaponry used, which will cause death and disease for thousands of years to come.

Whatever evil things Hussain did, they were nowhere near as evil as the things done by the coalition forces, or currently being done under the new puppet government.

To the world, he was terrible. But considering the centuries old mentality of some in his country who stil lfight to this day, he may have been what was needed to keep them from non stop violence.
