i have evidence that my boss has given me and another employee the same paycheck with EXACTLY same amount of hours and tips since we are in the restaurant industry I think that this seems to be peculiar and this information has led me to believe that this is not the first time that this has happened. so I am asking for help about how i can get hold of his records so that an audit can be performed and if i can get money back if there is evidence accordingly.

get a lawyer and go to court that will be the only way to get what is owed to you

Not all places of businesses use time clocks, and if your place of employment doesn't use a time clock, then it would be very hard to prove one way, or the other that your boss is shortchanging his employees.He could always say that he gave you credit the same number of hours as another person out of the kindness of his heart, when you in fact worked less hours than you deserve.
