We say America did this,Israel did this and it is wrong ,immoral etc.as though these nations are individials.Is it right?

I mean do the same principles for individual conduct apply to nations also?

I don't think so. Although we (the USA) live in a democratic nation and the majority vote wins (if it is counted correctly), not all policy is determined by the voters but rather the politicians who make decisions based on their own personal interest (e.g., votes from a specific political party/interest group or corruption). Consequently, the ethics and values can be different than mine personally.

I have traveled the world, with friends in almost every country, and know that every individual within a nation does not have the same opinion as what is determined at the national level. It is my opinion therefore that they are not responsible but rather the politicians. Unfortunately, it doesn't always work out that way (e.g., sanctions).

I don't think so, people will tend to look at one's governing body and
if it's corrupt and immoral it's a reflection upon the nation it governs.
