Broadband makes it easier to watch streaming video because of the faster connection speeds. Some tv stations offer streaming video of their programs, but not all. In order to watch tv itself you will need a TV Tuner card or adapter. Cards are placed inside the computer. Adapters can be USB or Firewire. Both are available through regular computer retailers such as Best Buy, CompUSA, etc.

If what you mean by "watching television" is watching streaming content, then the answer is yes, although maybe some minor glitch may occur. all depends on the speed and bandwidth that's provided by your broadband provider.

If you mean cable or air television, then you don't even need broadband nor internet connection at all. all you need is a TV Tuner (uses coaxial cable)

in the uk yes, you can get an adapter that goes into your USB port and allows you to get Freeview on your computer. You don't need to go through your broadband for this.
