The wasps scrape the fibers from wood and other plant material. Each mouthful is carried back to the nest and pasted onto the nest, mixed with their saliva.
I have watched wasps on the outside of our house (which has weathered wood siding), and I could hear the scratching sound they made as they were scraping the surface. That also explains why the paper wasp nest is grey colored, just like the weathered wood.
Once I found an empty wasp nest inside a cardboard sonotube (the kind used for pouring concrete) and the nest was a pale tan color, because it had been made from the tan cardboard.

Wasps chew plant material and mix it with saliva. The saliva has enzymes in it which converts the plant material to a form of paper. In its fresh wet form it is much like paper mache. They use this paper mache-like material to make their nests. They are often referred to as "paper wasps" for this reason.

The wasps eat/chew pieces of plants (grass, bark, etc) and use their saliva to mold it together. When it dries, it might as well be cardboard.
