Yes, you need a visa, visa queues outside the British High Commissions in Nigeria should testify you that requirement. The chances you will ever get it are thin, about 95% of all applications are rejected, a world record in my books. It was so severe that in 2005 at one point they suspended giving visas all together since they though something must be wrong (or then they go tired of the whole game). Nigeria is probaby one of the hardest places to get a UK visa, esp. if it's a holiday visa, as the suspicion goes that you'll overstay. With good reasons, it will still require an interview for first time applicants and lots of proof of why you're travelling.

Cost, should be about 70$.

I travelled from the UK to Nigeria and the visa cost £40 had to go to London to get it.

So I would expect that you would need one to come here.

The following nationals DO NOT require a visa:

Nigeria, For stays up to 90 days by nationals of Benin, Burkina Faso, Cameroon, Cape Verde, Chad, Cote d'Ivoire, Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Morocco, Niger, Nigeria, Senegal, Sierra Leone & Togo & holders of re-entry permits

yes you need one but if you are between 0-30 you cannot go into the U.K. new law does that not suck
