It always seems like it's Hitler, but were any of the other Axis countries' leaders worse (in your opinion) to whatever people they targetted?

It depends on what your measure of cruelty is. In terms of the sheer numbers of dead, Germany is the cruelest. In terms of how unethical they became in their waging of war, one only needs to look at the German deathcamps and the experimentations of Dr, Mengele. The Japanese similarly had death camps for the Chinese and Allied P.O.W.'s, and they also commited unspeakable medical "experiments" on captives.

Regardless, I'd say that Germany would lead in almost any category presented, with the Japanese coming in second. The Italians never had the military or politcal competency or strength the commit death, cruelty, and damage to the scale of Japan and Germany.

Hahahaha, trick question...the cruelest power was not an Axis power but our so-called Allies the Russians,British and french. How can you blame everything on the Axis when the British and french brutalized and exploited a third of the worlds population for over 400 years?

Numbers don't matter in this case. The fact that any of these people were willing to take human life with no remorse put them all on the same level. In my opinion, however, Hitler was the worst simply for his justification of the mass murders. But, of all the world leaders in WWII, Stalin actually killed more people out of paranoia...about 9 million Russians.

Russia was not an axis power. Italy, nope. Japan, cruel yes, but no planned genocides. So the winner is , Germany, but the nazis were the criminals, they enslaved normal Germans in a web of fear and terror. Something like the Bush Administration is doing now *ducks*

Mussolini was brutal too, and so was the Japanese Empire.
But how can you do the unimaginable evil of the murder of six million Jews, and be the aggressor in a war that took 20 million lives?
Hitler was evil and cruety personified.

NAZI Germany because they killed more people (6 million Jews) and while it was not the first or last holocaust, it was the beginning of a new word: genocide.

It would be a toss-up between the Germans and the Japanese. Germans did the Jewish genocide. The Japanese killed many Chinese and koreans.
