It depends on what type of fish it is. If it's a bottom feeder...well duh it's suppose to be on the bottom. If its a guppy,gourami,angel,or tetra then they usually swim happily threw the tank. Talk to your local petstore, see what they have to say.

I'm guessing that this fish is not new to the tank. I also am guessing that this is not something you've seen it do before. More than likely it is sick. Could also mean that the ph in the tank is off or it is too hot or cold.

as long as its not staying on top, i think its good. I once had a guppie that stayed under an arch most of the time
