Do not use benzene thinner, anti-static agents or conventional LP record cleaners. Because the disc is written in a spiral track, drives are particularly sensitive to scratches that follow the curve of the disc. For this reason, always wipe in a straight line, from the center of the disc out, in radial fashion. That way, any inadvertent scratches or residue will be perpendicular to the track, causing minimum interference.

I have a media center computer that I use to play videos and I will sometimes have the same problem. If I skip over the bad section of the video it will work. I know there are some CD/DVD cleaning kits that you can get. I also know that some companies will put it through a machine that can take off surface scratches for not much money.

wipe it from the center out to the edge. not around in a circle. don't use detergent just a moist cloth will do the trick. you can buy cleaning kits which may be worth an investment.
regarding freezing it depends on your machine, some can jump the scratch.others break up, some you can restart further on.
DVDs are the worst format i have ever seen, they are so fragile its unbelievable. Especially after they were first deemed as being indestructible. i hate them!

This is going to sound mental but use TOOTHPASTE
rub it in from the outside to the middle in circular motions
Then WASH it off
This will take off the top layer - This does work 8 out 10 times
Still having problems you disk might be beyond repair

Use the same stuff that you can buy to clean a CD they are kits and cheap..never use alcohol thats not good it strips them of the protective covering on the face.
