The school where Onizuka teaches at, Seirin Gakuen (Holy Forest) is most probably based on the the high school of Seikei University, a part of a wider educational institute which teaches from elementary school right through to university level, located in Kichijoji.
Kichijōji is a neighborhood in the city of Musashino in Tokyo, Japan.
Inokashira Park (frequently visited by GTO characters), the source of the Kanda River, is located south of Kichijōji Station.

According to what Onizuka said, the story take place in Tokyo. Remember when he said they stop from gang after go to Tokyo
