The lyrics you are quoting deal with Irony. A Brazilian grew a tree instead of cutting it down, a Dr in Manhattan saved a dying man for free instead of charging him, etc. The Pennsylvania quote deals with the Pennsylvania Dutch or Amish... I guess their isn't very much "NOD NOD, WYNK WYNK" going on in those bedrooms.

Well, this is totally a guess and probably wrong, but it seems like he's just saying...life goes on. All these things are happening at this one moment in time; some are monumental, others are not-so-important, but they've all got their place in time. Make sense?
