Smegma, a transliteration of the Greek word σμήγμα for soap, is a combination of exfoliated (shed) epithelial cells, transudated skin oils, moisture, and bacteria that can accumulate under the foreskin of males and within the female vulva area, with a characteristic strong odor and taste. Smegma is common to all mammals, male and female. Mycobacterium smegmatis is the characteristic bacterium involved in smegma production, and is generally thought to form smegma from epidermal secretions.

It's called smegma, and is really just a bunch of dead skin cells, sweat, and oils. It won't do you any harm in the short run but you will want to wash it away (if for no other reason to get rid of the smell).
Just pull back your foreskin and wash underneath it and the head like once a day with water and mild soap. If you pull back your foreskin while you pee that can help too.

This is simply a substance that the penise produces when it has the skin over it for a while and not pulled back. It's nothing bad, just kind of like sweat, and juice. (Sorry if that was gross)

dirt. he needs to get circumcised if he isn't. then take a test for std. he probably not cleaning. then could be yeast infection. i am not a doctor so you should check it out with the doctor
