Dont know whereabouts that you live but I know that Whitby in North Yorkshire has or had an old RNLI lifeboat that gave trips out during the summer. I presume this is the sort of experience you were after. If it was just to experience a ships lifeboat launch and learning to drive one then there are various courses around Uk to do this but are a little bit pricey.
HOTA, Hull offshore training do one, Lowestoft Marine training college also do one.

Good luck and I am sure he will enjoy the experience.

I would suggest that he join the Coast Guard or Navy. If that is not to his liking, then he should spend a weekend on the water with me. My sailing skills will have him begging me to be put afloat in a lifeboat!

Huh? Join the RNLI. Take up a dodgy maritime sport (and be rubbish at it).
