it depends if you guys have lots of material things then a tangible gift prob isn't best idea
i reckon a good memory is the best gift you can give anyone and the best memories come from the best experiences you have had!
take him out for the day or weekend and plan a weekend that appeals to his interests (eg fishin trip or adventure tour, will depend on your man) and be positive about it. make sure you find a way to incorporate the romance into it to though.
if that isn't possible and you get really stuck and are limited by budget or something, then do something different. e.g make him up 10 "No Apology Necessary" Vouchers which he can use at any time with no exceptions be careful though!!! LOL!

hmm..... this is a tough one, since this is only your 3rd anniversary, I assume that your husband is around 30 years old plus minus. So I would suggest a good watch if you have high budget. A Tag would be great!!!
