I only put it on the lash line above, but (see your other question and my answer) I have small eyes. Completely lining your eyes will make them look smaller. Use a highlighter on the lower if you plan on doing both. It's a white liner, similar to an eyeliner pencil.

When you line your lashes, start from the outside and work in towards your nose. Pulling from the nose out contributes to early lines and crow's feet. The thickness of the line is a personal choice, but I would stick with a very thin line for now. 1. You're young. 2. You want to get the practice before you try anything too wild. 3. It's easy to get a very dark line that looks really bad when you go thick. Liquid eyeliner is messy at first until you get the hang of it, try a thin pencil to start with.

Heard this one yesterday. Use a light shade, look straight ahead, and start drawing about where the pupil of your eye starts, continue to the corner. Smudge slightly. Line the top lid just above the lashes, don't smudge that one.
I also heard that shiney eyeshadow is out, and those of us that were taught to put the lightest shade of shadow right under the brow are wrong, a darker shade goes there, supposedly the old way makes the eye look smaller.
Here's a thought. My cousin was about 13 when her mother dragged her to Merle Norman, for a make-over, except she had never been made up.They will teach you the basics. The expectation is that you buy everything they recommend, but there is no obligation. They have some softer, purer make-up and shades that won't make your 13 year old self look 40. The owner of the store I go to showed me, she is about 20 years older than me. But she knew what to do with my skin tone and blemishes. My base make-up lasts forever, and the blushers and shadows last longer than the drugstore brands.
I do not recomend the department store make-up counters, they want you to buy the latest fad, not necessarily what looks great on you, unles there is a counter for teenagers.
I got a compliment from my former supervisor, she thought I was way, way younger than she is. She about died when she found out I'm nearly her age. Ha! Make-up with sun blocker in it protects and preserves your skin. Ask your mom to take you, and see what she will allow you to buy and wear. Or take a really good friend, who will tell you the truth about how you look
Good luck..

I put mine on the upper lid above my lashes. The reason I do this is because I have round eyes so it makes them look smaller (but not too small). It's also a classic look that most models and actress' in the 50's and 60's did.

Most people put the eyeliner on the upper and lower lid. This usually makes the eye look smaller. I personally don't like this look.

However, there's a new look called "cat eyes". You line the entire upper lid and on the outer corner of your eye, you line the bottom half way. It's a neat effect.

Don't worry if you don't get it perfect the first time. It took me MANY tries to get it good. It's still not perfect though. Most people like the stick eyeliner but I'm partial to the liquid because it's darker and runs smoother. But it's all up to you. Play around. See what suits you best!

You can put eye liner on top of your lash line on your eye lid and under your bottom lashes (just make sure that it's right behind your lashes or it will look too thick). You can do both or just one out of those. It wouldn't be a good idea to put eyeliner inside of your eye because that makes your eyes look smaller and can cause all kinds of nasty stuff.

There are two places to put it.... right above your lashes on the top lid, or right below your lashes on the bottom lid. I think the best look is on the top lid. Draw a thin line, either in your lashes or as close as possible to your lashes. That way it will look pretty and natural and it will really make your eyes stand out!! =)

Your aunty is wrong. Some people do, but it looks better if you make small dots below your eyelashes and gently smudge. Heavy only looks good for stage performances and pro photos, otherwise it is straight up street walker. Not a good look, natural looks best. Outer corner towards the center of eye will make your eyes look wider, cat like. Take it easy, thirteen.

I'm a professional cosmetologist from Lancome.

put your eyeliner on your top lid, starting from the inner corner of your eye to the outer corner staying as close to the last line as possible.

On the bottom, start from the outer corner and only go half way with your eyeliner, if you line your bottom eyes all the way, you'll make your eyes look smaller.

To make the eyes look more wider I wear mine under, I noticed that when I put it inside (above the lower lashes) my eyes look smaller, beady looking like a mouse lol

if you have dark circles under your eyes don't line under. lining over is always good except you should avoid the cleopatra look. lining top and bottom makes small eyes smaller. if you have round eyes you can do both. suggestion: take digital pics of yourself with both in daytime light and see which you like best. don't do it at night. you'll end up using more than you need.

too much eyeliner is bad...say not to raccoon eyes. blend if you want it to look smokey. practice at night and if you mess up it doesn't matter, you'll wash it off anyway.

good stay put eyeliners: revlon colorstay
benefit cake liner with a wand for precise application
