will M.A and B.Ed be enough?

Where I work it is not a promotion to move from primary school to high school. You should probably check with teacher certification departments in your area. The degrees or certificates required at each level may be different, but here in Canada neither constitutes a promotion over the other.

Here in Canada to teach at the high school level one usually needs a B.A. or a B. Sc. in the subject area and a B. Ed.

If you are in the United States, then moving from primary to high school is not considered a promotion. It is just a different area of specialization. If you are certified for elementary or middle school, you will need to be recertified for high school -- but the same would be true if you were moving from high school to elementary or middle.

there is no promotion! When you went/go to college you either get a degree in elementary ed. or you major in something like English, Math, Spanish, etc. and take the required secondary ed. classes. Both only require a Bachelors

You would have to ask the High School you want to teach at for their qualifications.
