If the area is to be densely populated, it has to have proper housing, food supply, water, trade, and communication ports.
As most of these are human factors, on the surface all of them fits the criteria, but we need to see the factors affecting these necessities.
Coastline dominated by desert regions
-it has a coastline, showing that it can have a tradehub involving sea trade.
-Desert plains mean that it is possible to build runways for airports which means it will support tourism and air-trade.
-desert scenery will boost tourism
-they can irrigate land for agriculture
-temperatue will not be so extreme as it is a coastal region
River valleys
-has source of pure water for population.
-fertile land for agruculture
-however, it will almost certianly flood during a period.
-river valleys usually has settlement for a developing nation.
-might not be able to support densley populated countries as it has seasonal flooding and families need large areas of land for agriculture.
Arctic conditions
-well, the only good thing is tourism.
-not ideal for huge populations
Mountainous tropical areas
-well, unless you set up a theme park like Genting, Malaysia, it's hopeless.
so you can safely conclude that Coastline dominated by desert regions is the safest bet.
