If you don't like what she's doing tell her just that. The girl apparently has some sort of sick crush on you and does not know how to tell you. If you are not attracted to the girl well move alone, your friends should respect you at all time and she clearly has none for herself and far less you.

She is obviously insecure and needs a tremendous amount of reassurance and help. Just tell her this really makes you uncomfortable, and you feel it is innappropriate to the relationship, and that it doesn't mean you don't find her attractive, but you will have to spend less time with her unless she can respect your comfort level.

The best way is to avoid seeing her. If you cannot do it, do as she say until she got fed up. There are many ways to irritate her, bite her nipple but be extra careful not to hurt her much. Another thing is, have initiative to do it before she ask for it. Then she will change.

Why don't you bite her really hard the next time? Or, you could hide a camera in your jacket the nixt time she flashes you. *Snap* take a picture. That'll teach her. Or maybe you could get her to respect you by actually asking questions that are for real...just a thought.

If it bothers you, as it seems to, I'd suggest that you tell her that it bothers you when she does that and she needs to stop or you're not going to hang out with her one-on-one until she does. Then, make sure you don't get left alone with her until you're sure she'll stop.
