No, she is a minor and has no legal rights to his songs. Her mother, Courtney Love, once owned 97% of the Nirvana song catalog (the other 2 members of Nirvana owned the other 3%), but earlier this year she sold 25% of her share to Virgin Records.
On an interesting note, Frances does own a lot of her father's clothing and says she sometimes wears them.

Cortney Love owns the songs..she went to battle with the band and they released some songs.
