why do some webpages start opening up my microsoftwindows start up disc and look for the installation cd.. ?

is this a glitch in my system or is this some kind of hacking that some websites are set up to do?

Sounds to me like those sites are installing spyware, malware, and or activex agents and bots onto your system...not a good thing...you'll need to scann for that stuff and get it off your system.
